Coordination Mechanism

On other hand, Field Services and Field Operation Team has coordinated and to appoint the CDCs and appointment of Field Staff (Supervisors and Enumerators). Officially, Cooperation and best collaboration letters with the signature of honorable Chief Statistician, PBS were dispatched to all Provincial Chief Secretaries, for appointment of focal persons for 7th Agriculture Census down to district administration level courteously requesting for best possible cooperation and ensuring the availability of necessary staff for 7th Integrated Agricultural Census in country.

Provincial Liaison for Field Operation:

To conduct the 7th Agricultural Census across Pakistan, including Gilgit-Baltistan and Azad Jammu & Kashmir, PBS with collaboration of provincial and district governments has requested through Census District Coordinator (CDCs) to provide Supervisory as well as Enumeration staff primarily from Revenue, Agriculture (Extension), Livestock, Crop Reporting Service (CRS), Bureaus of Statistics (Provincial) and occasionally from Education and Literacy Departments after nominating the provincial and district focal persons to manage census activities.

Establishment of Census Support Centre (CSCs):

PBS has also established Census Support Centre (CSCs) in each district under the supervision of the Deputy Commissioner, who serves on behalf of PBS as the district focal person to convene district meetings, and also work as Census Master Trainer (CMT), responsible for conducting training sessions for enumeration and offering technical guidance and close monitoring during census field operations.

Meetings with Provincial Government:

To further strengthen coordination and ensure effective execution at the provincial level, a series of high-level meetings were held with the respective provincial governments between February and March 2024. These consultations aimed to align field operations, finalize logistical arrangements, and reinforce interdepartmental collaboration for the smooth conduct of the 7th Agricultural Census. The sequence of engagements began with the Sindh Government on February 1, 2024, followed by the Punjab Government on February 15, the Khyber Pakhtunkhwa Government on February 20, and the Balochistan Government on February 28. The final meeting in this series was held with the Government of Azad Jammu & Kashmir in Muzaffarabad on March 7, 2024. These meetings played a critical role in facilitating the deployment of field staff, securing administrative support, and ensuring timely implementation of enumeration activities in all regions.

Public Awareness and Sensitization campaign for 7th Agriculture Census:

As part of the public awareness and sensitization campaign for the 7th Agricultural Census 2024–25, a series of seminars and workshops were organized across leading agricultural universities in Pakistan, including institutions in Gilgit-Baltistan and Azad Jammu & Kashmir. These academic engagements played a pivotal role in validating the census methodology through active participation of academia, researchers, and agricultural specialists, ensuring the approach was scientifically sound and contextually relevant. Key seminars included the session at Sindh Agriculture University, Tandojam, Hyderabad on 27th May 2024, followed by the University of Agriculture, Peshawar on 30th May, University of Agriculture, Faisalabad on 5th June, and Balochistan Agriculture College, Quetta on 11th June 2024. These events provided a collaborative platform for discussion on digital data collection tools, geo-tagging techniques, questionnaire design, and operational strategies. In addition, sensitization workshops were organized in collaboration with provincial Agriculture and Livestock Departments, as well as with agricultural universities at the provincial level, with the aim to engage academic and research stakeholders, gather feedback, and strengthen coordination. These interactions fostered meaningful dialogue between government bodies, development partners, academia, and field practitioners, enhancing the quality, relevance, and credibility of the census process.

Brainstorming Session with Agriculture and Livestock Experts in country:

In continuation of the public sensitization and academic engagement efforts, a special brainstorming session was held on June 27, 2024, bringing together leading agriculture and livestock experts from across the country. The objective of this session was to harness expert insights to further refine the methodologies and operational strategies of the 7th Agricultural Census. A key focus was on questionnaire development, where participants reviewed the structure and content of the census forms to ensure they captured comprehensive, accurate, and policy-relevant agricultural data. The session also emphasized the importance of training videos for enumerators, recognizing that well-designed digital tutorials can significantly enhance understanding of field protocols and improve the quality of data collection. Furthermore, experts explored potential technological enhancements, including the integration of AI-based tools to support data validation and reduce human errors. Lastly, the session addressed practical field-level challenges, such as logistical constraints, respondent cooperation, and technical issues, and proposed actionable solutions to ensure smooth and efficient enumeration. This collaborative effort contributed to strengthening the overall design and execution framework of the census, reinforcing its scientific credibility and operational readiness.
