11.       Experience gained while working on different positions

Project Coordinator

  • Currently working as Project Coordinator in the Development Project of PBS entitled “Updation of Rural Area Frame” whose prime objective is to prepare updated/accurate area sampling frame for conduct of census & surveys having updated area frame.
  • Responsible for all administrative and financial matters of the Project including approval of financial allocation under the project, timely release of funds, procurement of project equipment and its distribution to Regional/Field Offices. Monitoring of progress made in the Regional/Field Offices under the project and submission of summary to higher ups.
  • In addition to above, making administrative arrangements for smooth conduct of Population and Housing Census in the country including coordination with the concerned depts., holding of meetings with the stake holders and monitoring of implementation of the decisions made in these meetings etc.

Census Consultant

Just after retirement from the post of Census Commissioner/Director General(Admn) I was hired by UNFPA as Census Consultant from 16th October to 31st December, 2014 to prepare and implement Field Operation Plan for Updating of Rural Area Frame i.e. Mauzas and block boundaries through GPS devices which include:-

  1. Development of  Questionnaires to collect information pertaining to salient features of the Mauzas/Enumeration Blocks, auxiliary variables and Points of Interests (POIs) as per need of the Sample Design.
  2. Preparation of training manual and manual of instructions for field use during up-dation activity.
  3. Imparting training to the Master Trainers of Regional / Field Offices and ensure training to field staff by the Master Trainers, formation of Teams depending on the availability of staff as well as work load of the respective Regional/Field Office.
  4. Ensure timely availability of manual maps of Mauzas and E. Blocks showing Mauza / block boundary to respective R/F Offices from PBS (Hqs), Islamabad before start of up-dation activity in the field.
  5. Ensure timely start of field activity by the respective In-charges and regular monitoring of the up-dation work through periodical reports/follow ups to ascertain its quality and remove bottlenecks if any.
  6. Preparation and presentation of the status reports to the higher authorities periodically to assess the pace of work with respect to planned activities and prepare recommendations as a follow up action.
  7. Technical support to PBS in handling the issues relating to conduct of Population and Housing Census in the country.

Census Commissioner (B-20)

  • Preparation of proposal, plans and budget for the conduct of Population and Housing Census.
  • Preparation of Field Operation Plan for the Population and Housing Census including recruitment of field staff for House Listing Operation and main Census, deployment of recruited staff into Districts, Tehsils and E. Blocks, preparation of Training schedule for the field staff, conducting of trainings at Divisional and District Headquarters and distribution of field use material to enumerators.
  • Holding of meetings with the M/o Defence and GHQ for deployment of Armed Forces for the Census Operation, preparation of deployment plan and its approval from the concerned quarters.
  • Preparation of working papers/summaries for the CCI for conduct of Population and Housing Census and take appropriate action accordingly.
  • Handling of foreign technical assistance and its monitoring in respect of procurement of equipment, its installation and other logistics.
  • Organize briefing sessions for senior government / Foreign Missions on Population Census issues.
  • Development of Sample Design for Post Enumeration Survey to check the credibility and authenticity of the census data.
  • Successfully conducted House Listing Operation in May, 2011 in all over the country and results were submitted to Govt./CCI for consideration.
  • Supervised field operation of Benazir Income Support Programme (BISP) Survey conducted in the 5 districts of Balochistan Province and filled in questionnaires were edited, coded and handed over to BISP Authorities.

  • Served as Director General (Admn) from 18th April to 27th September, 2014 on Additional Charge basis and performed following functions under the supervision of Chief Statistician.

Director (Small Household Manufacturing Industries) (B-19)

  • To conduct survey on Small Household Manufacturing Industries for change of base on National Account from 1999 – 2000 to 2007-2008, following functions were performed.
  • Prepared questionnaire, listing form and manual of instructions for field operation, editing/coding and data processing.
  • Prepared Tabulation Plan for the SHMI Survey in the light of comments received from various quarters.
  • Imparted training to field staff of FBS for collection of data from the sampled establishments.
  • Supervised data cleaning operations and draft report of the survey was prepared and circulated to different quarters for comments.

Director (Prices Cell) (B-19)

Prices  Cell  under  the  supervision  of  Advisor to  the Prime Minister  on Finance Dr. Salman Shah was  established in the Statistics Division for monitoring of price hike. I was made Incharge of the Prices Cell under the supervision of Secretary, Statistics Division Prices

Cell performed the following functions:-

  • Conduct meetings of the Prime Minister’s Committee on Prices comprising of Ministers of relevant Ministries, MNAs and Senators.
  • Monitor the price collection process in the field and kept  close watch on the supply and demand conditions of the essential food items.
  • Coordinate with the Provinces and the District governments for monitoring of prices.
  • Computation of three price indices i.e. Consumer Price Index (CPI), Whole Sale Price Index (WPI) and Sensitive Price Indicator (SPI).
  • Preparation of summaries for the Prime Minister and Advisor to the Prime Minister on these indices.
  • Preparation of working papers and summaries for the Prime Ministers on the issues relating to Price Statistics.

  • Dealt with Administrative cases of staff of FBS including appointments, promotions, seniority and court cases and Coordination with other departments for finalization of these cases.

Chief Statistical Officer (B-18)

As an In-charge of Regional/Field Offices of FBS in Balochistan Province from 15th March, 1986 to 4th March, 1992, supervised Field Operation Activities of all the Censuses/Sample Surveys conducted in the Balochistan Province by FBS.

  • Supervised Tech, financial & administrative matters of Reg. Office and its three Field Offices located at Loralai, Khuzdar and Turbat in Balochistan Province.
  • Worked in the Committee for Evaluation & appraisal of development Project of FBS.

Chief Statistical Officer (Poverty Section) (B-18)

  • Prepared study on income distribution, income inequality, did poverty analysis and computation of Human Development Index (HDI) for the Pakistan based on data collected through FBS Sample Survey titled “Household Income and Expenditure Survey”.

Chief Statistical Officer (Sample Design Section) (B-18)

  • Preparation of List and Area Sampling Frame for development of sample design for the Sample Surveys to be conducted by FBS.
  • Development of sample designs for Sample Surveys/Censuses.
  • Development of universe, sampling schemes, estimation of sample size,  preparation of sample lists, Computation of prob.  of selection of PSUs, sampling weights and standard errors etc.

Statistical Officer (B-17)

  • Collection, compilation & analysis of statistical data pertaining to livestock population, livestock products, by-products and their prices.

  • Evaluation of research projects relating to Animal Sciences Division of PARC.

  • Conduct of sample surveys & inquiries on the status of livestock in the country.

Teaching Experience

  • Taught Statistics to the B.A/B.Sc. students in the privately run evening Colleges & Academies of Islamabad for about two years as Visiting Faculty.
  • Taught a course on Quantitative Analysis (Statistics) to the students of MBA, MPA, Defense & Diplomatic Studies and Communication Sciences enrolled in Fatima Jinnah Women University (FJWU), Rawalpindi for about five years as Visiting Faculty.
  • Taught an Advance Course on Quantitative Analysis to Ph.D. students of Behavioral Sciences and Literature enrolled in Fatima Jinnah Women University, Rawalpindi for two years as Visiting Faculty.
  • Taught a course on Quantitative Analysis (Statistics) for students of Communication & Media Sciences in the Ripha International University, Rawalpindi.
  • Taught a Course on Environmental Statistics to the students of Environment Statistics enrolled in the FJWU, Rawalpindi.

  • Delivering Lectures on Computation of Prices Indices and Inflation Rates in the training courses organized for Government Officers by Pakistan Planning & Management Institute (PPMI), Planning Commission, Islamabad for the last three years.
